fries comes from french fries originally as in the long thin things that are fried so calling all chips 'fries' seems weird and just speaks to how ingrained in murican culture it is that they eat fried food and especially McDonald's fries that they decided to name all types of chips 'fries' instead of just fries
Tortilla chips are also chips because they're a separate kind of thing all on their own, being culturally not English like potato chips/fries and are not made from potatoes but made from corn tortilla
