1. They use very, VERY outdated materials. We're talking cassette tapes outdated with textbooks translated by people who are now six feet under.
2. Teachers. Either they get highly unqualified people to teach it, like a gym teacher for example. Or they get a gaijin to come in and teach it but because of Japanese school structuring they can be swapped out simply because Japan has a thing where they want to avoid seniority in schools so they transfer you to another one. So a decent to good English teacher can be on their second year teaching this group of students when suddenly you're sent to another school while we go back to a gym teacher trying to make heads or tails of the outdated English textbook.
3. English in Japanese is like high level math, where they do not see a reason in learning it. Japan's isolationist and hyper nationalist/collectivist nature makes it so most of them want to stay in Japan and take care of their family. Or they live in rural Japan so no tourist will ever stop by unless they're diehard travelers. Or they don't grasp the value knowing English can provide if they're looking to get into business.
TL'DR: Bad materials, bad teaching culture, don't see a reason.
That's why the only half decent Eigo speakers are girls who studied abroad. Anyway I want to fuck Ririka and Lui as they say dirty broken English at me.
