Everything hinges on selling idol culture to the west. If they succeed, which they could if they don't fuck it up, then overtaking kpop and hollywood celebs is possible. Around the year 2006, Japan did fuck up with DVD merchandising and copyrights when J-drama and Jpop was absolutely booming, but the gooks got the upper hand when they decided to come in full force with Bigbang and Kdramas, and youtube streaming with elaborate MVs. They must not fall into the same mistake.
Just like Disney, they stopped selling "cartoons" in 2000s and started selling lifestyle instead. Cover is uniornically the only one able to pioneer the idol market because the other corpos are too fucked up with overseas expansion. And indies keep pushing the twitch whore egirl meta, which is simply not vtubing, nor idols. And while Love Live was really close to revitalise "virtual" 2D idols, they fucked up into tunnel vision of gacha games and stopped airing movies and shows.
The only threat to Cover right now are unions, regulations, and themselves (homo managers).
With focus on culture, the future parents will trickle down Hololive content to their children eventually, and Hololive can actually expand beyond vtubing to become a cultural icon.
