No, that's not payroll taxes, that's income taxes. There's also a payroll tax of 4% for individuals and 10% for employers. There is also no tax bracket where 10% of your income is deducted for income taxes, it's like 5% up to $3500/year, then jumps to 15% for income up to $15/k a year, most likely Mika was in a higher tax bracket than either of these and owed 30%, plus the 4% payroll tax.
The only possible source of the 10% number is a) the employer payroll tax contribution (most likely scenario) or b) some sort of corporate tax they were paying back in Japan.
