If they actually did have that talent in tech, Cover would be leading in this area but they aren't and are in fact behind.This has nothing to do with tech. Is not Cover that does the rigging of models, is freelancers - is an artist thing, not a tech thing. The Japanese scene is a bit different from EN. Even on the Indie scene, you don't have the quality you see on EN indie scene, because they are not interested in that I guess.
For Cover or Niji, updating the rigging for their models, is not a tech issue, is a time and cost issue. They have dozens or hundreds of talents. And each has a bunch of costumes, which are basically separate models. So they would need to upgrade hundreds of models, which will cost them millions of dollars to do. But even if they invest the money, then, they still have a logistic problem. The models on the EN scene don't have great rigging because the tech evolved, is because the artist and riggers evolved as they gained experience. But like with any art, some are more talented than others. The amazing rigging is done by a handful of really talented riggers. Rigging a model takes weeks. So, upgrading riggind for hundreds of models in a short time span is not possible, because there are not enough good riggers. And plus, by the time they finished, they could find themselves behind the indies again.
