She got praised for forming a direct bridge between Western fans and HoloJP and pushed Cover to form HoloEN. You can say that Korone and Fubuki made more Western memes than Coco, but at the end of the day, they are still ESLs whose fanbase consists mainly japs. What Coco brought to Hololive community is exposure, particularly Western Reddit exposure that proves to Cover there is high Hololive demand in Western market, growing the presence even more. Hell, thanks to HoloEN massive success, Nijisanji decided to take EN branch seriously and small EN agencies could appear (not sure about VShojo but I'm guessing it will still formed as scheduled either way since it all happened on Twitch)
Of course, Western fans now have HoloEN as their native Hololive entertainment hub, but without Coco, they would probably stick to EN clippers of HoloJP and HoloEN would be formed way later after VShojo debuted or even at all
