Spamming collabs just means that you have weak solo content. Look at Promise. Best CCV in the entirety of EN but they don't do big gen collabs often, because all of them are busy and focusing on their own careers. When you rely on other people to be entertaining and attract viewers, you've already lost. No one in Promise is an accessory, they're all self-made. Meanwhile someone like Gigi can't attract an audience by herself and relies on collabs to boost her numbers. She's already an accessory to Ceci.

ERB has a powerful voice and focuses mostly on english songs and genres that none of the other girls touch.
Cece is apparently a solid yapper, but I haven't really looked into her.
Raora is a well respected artist, great yapper and extremely hard worker. But her stream times are very inconvenient.
Gigi is another genki gremlin who's gonna be a hard worker, but she's kinda fucked by her timeslot.

Council was always a gen of strong individualities. It didn't help when they lost one member, got another out of nowhere and became Promise. It doesn't mean Justice is good, but not being able to have proper collabs because everyone is so detached from each other is also a detriment.

Don't forget the euro-focused gen with only two actual members from Europe while the others are based in California and Japan. Don't also forget the euro-focused gen who have all collabed together in the middle of the European night during weekdays ago.

The only saving grace of this is that I didn't particularly enjoy their collabs (besides GGCC) and their solo streaming times are usually during convenient hours. Usually.
