The only thing they can do is stop being faggots cuckposting on /vt/ and try to encourage the development of their own culture and national identity, because that will lead to dividends in every aspect of their society. Once people have a common sense of "us" and they can develop a sense of empathy like normal humans, it becomes a lot harder to screw over your neighbors for a quick buck, which makes corruption less of a cultural feature and more of an actual societal failure. You can't do anything about education, health and sanitation, or nutrition until corruption's under control.
