there's a whole slew of administrative hoops they have to go through to get things like this approved and it's not the holos themselves that reach out to people directly to make things like this, even if they are the ones who came up with the idea
for example, even if a holo like Kiara had the same amount of money as Marine and roposed something like this it'd just get shot down without a second thought (like the fuckery with her anniversary 3D lives)
