Depends on how the streams are organized. Since they can be dealing with low viewership and each chuuba wants to cash in, chances are streams can overlap or overwhelm the small viewership.

A (small) indie wanting to form a company (for recognition) would only ever join up with someone bigger. If they join with someone smaller than them, they risk losing part of their audience to that person and don't have much exposure to gain. For people that only have a growth mindset people smaller than them are competition, not growth vectors.
