Promiscuity only became a big issue when Martin Luther re-defined adultery (which was a commandment) to mean sleeping around with people you are not married to.
Adultery used to mean cheating, e.g. you are married and had sex with an unmarried woman.
Martin Luther looked around his country and saw promiscuity everywhere and thought to himself "Hmm, surely God doesn't approve of this."
From that point on, the sex negativity mind virus festered through Europe, and considering America was founded by religious refugees, you should have the full background as to how we're in this mess now.
Look up "Puritans" (yes, that's how they were actually called), German protestants, Baptists, the kinds of people who left Europe to much later form the most influential nation in the world followed fanatic religious views.
