My bias will make me say Pomu.
Realistically, and with a lot of bias from me as well, it is Tsukino Mito.
If I could cheat, I would say Pomu is bar none the best EN vtubing talent, and Mito is their best/most important JP talent. She is the pioneer of the current meta.
