A graduation is a net negative for Cover because they lose the model, and a channel with a million subs easily generate enough passive income to live comfortably in Japan even if you do nothing at all, so the talent would be ridiculously dumb to just leave that behind and find an office job. If there is a graduation, it is more likely that the talent actually wanted to do something that the management didn't allow or asked them to steer their character into an unwanted direction, but being simply lazy is completely fine, otherwise half of Hololive would have graduated already. Just pulling out Shion twice a year for voice packs is profitable enough to keep her around whatever the fuck she does. So unless she has actual intentions to do something vastly different in her life (she doesn't), she won't be graduation anytime soon. She's just gonna stay on hiatus infinitely.
Also, calling her boring is retarded EOP opinion, I assume most people ITT weren't even around when she was active. She's actually quite funny, especially with the right game. Her 8+ hours long Undertale stream was amusing all around and she has an extremely pleasant voice.
