A better way of presenting that point would be "99% of all women in a certain environment".
I shit you not, one of the biggest variables on how likely you'll be able to find a potential partner is the environment in which you're seeking one.
If you try to pick up a woman in a club, and you're some boring ol' dude who just wants to relax, yeah, no shit you'll be rejected by most of them, the point of going to the club is to seek excitement, and you're offering a complete opposite of that.
Just look for women in places that fit your interests, it's not rocket science.
