2019 was when the expansion of staff ramped up, before that it was a handful of people that probably knew each holo by name and face.
Perhaps they already knew how to deal with Aqua

As the number of personnel increased, more communication was required and sometimes with people she had never spoken to before.
Maybe, from her perspective, things went from being able to mumble her ideas with a positive reaction to having to present and defend her position only to get an “ok, we’ll see how much of it we can do” in the best case scenario.
It would mean that the “forces at work” are the managerial overhead that Aqua can’t deal with and are stifling her unnecessarily.
