Don't look too much into it. PL activity, in and of itself, is not evidence of intent to graduate, nor either is lack of PL activity evidence of intent to stay. The contents of that activity might be evidence one way or another, but the mere presence of that activity is not.
Consider how much activity Selen had on her PL (Doki) during December before she got suspended - at that point in time, she was not yet intending to leave Niji; and was only getting her PL merch sales ready because she had been told by Niji EN management that she would not be getting any merch sponsorships through Niji in 2024 (which wound up being more correct than anything management could have imagined in their most horrible nightmares, but I digress)
And yet, as little activity as Selen had on PL at that point, it was still significantly more activity than Pomu or Kyo had at that same point, and they had both already turned in their papers months prior. It was also more than what Nina and Mysta had on their respective pre-Niji PL accounts in the months prior to their respective graduation announcements.
