1. She can marry while in holo. Cover doesnt forbid talents having private life. There are married holos like azki, moona, rushia was married while in holo too, and shion has a boyfriend. And these are only the ones we know about. So Aqua doesnt need to graduate to marry.
2.The potential husband - Amatsuki is also famous so the "ordinary happiness" she sung about in her recent song wouldnt work here unless he graduates too and removes himself from public eye.
3. In her last karaoke Aqua stated the reason why she is graduating. She said that there are great forces she is not convinced of. This sounds nothing like a marriage and more like a clash with management about the future of hololive and Minato Aqua.
She confirmed this later during her announcement stating "creative differences" as the reason for graduation.
