I would expect more graduations to be announced in November (which actually tracks with previous graduation announcements, as JP and ID had at least 4 graduation announcements in November 2023).

Riku has openly stated he is pulling back from the branch. Sure, it's under the guise of restructuring the branch with new management, but given AnyColor's track record with "problematic management practices", the smart money isn't on NijiEN coming back stronger.
Riku, when explicitly asked by investors tired of him dodging the question, stated that they were moving back to domestic focus, which is corporate speak for "I can't make foreign branches work". If you've read the news lately, Tazumi and other management have also been getting publicly questioned by investors, which is a pretty big deal in the JP corpo world, as it establishes a previously-unseen level of distrust.
EN is, for all purposes that matter to those with money, dead. Will the entire branch be merged or shuttered in 2 more weeks? Probably not, as they still make at least $2 and Riku needs every penny he can get, but I wouldn't expect them to grow, and I would expect them to continue to gradually bleed talent that find better offers elsewhere.
It's all about perspective.
