Nearly everyone else has black spats, except Miko (pink), Fauna (green), Shion (purple), and the girls who wear something other than actual skirts (see below).
Up to and including Polka's 3D debut, most of the girls had actual pantsu except Roboco (mecha parts), Marine (bodystocking), Pekora (bunny leotard), and Fubuki, Subaru and Okayu (trousers). Most of the girls with pantsu got hit with the spats nerf, somehow including Marine.
I don't know if Flare got the short shorts for the 3D version of her original outfit from the start, or if she got it as part of the spats nerf. Also Sora has probably had spats since day one.
