Coco was loved, but her content mainly became about the flesh. She could've still collabed as her chuuba form, but then the VShojo move happened at a crucial time (along with notRushia) and that meant that she became a security threat that Cover advised other talents to stay away from her (which most of them followed, including Kanata).
Pikamee and Ina for example, were allowed to interact on their main even after she became Henya, so Cover doesn't exactly ban collabing on main with alt identities.
Sana went back to drawing (was not interested in streaming at all, and barely any Council holo mentions meeting or talking to her these days).
Rushia was an absolute disaster.
Aloe didn't have enough time to gel with the other members.
And Mel - again - is doing more flesh stuff and doesn't have that many holo connections.
Aqua's the first time we're getting a yabless, proper "Japanese" style graduation.
6 year long splendid career, no insanely traumatic yabs with other countries that could threaten sponsorships or huge cultural difference, no association with known time bombs within Hololive, and probably is fine with doing more chuuba streams than flesh streams (now anyway, back then the tech just wasn't there).
And I think most importantly, her gen was the least cohesive among Hololive, meaning there's no "group dynamic" that's lost because of her leaving, unlike Gen4 or Gen5.
It might take a year or two, but she will definitely pop up again in Holo streams as a "new" identity that all the members joke about.
Ui-style work means that she can do streams only when she wants to, and do idol work (if she wants) on her own terms, with a hired manager).
