Thing is, Niji's KR branch was shut down and because Cover follows everything Anycolor does blindly they must have now thought it's a bad idea (instead of maybe Anycolor just sucks at most things and they should stop copying them). I would guess maybe Cover going public and shareholders demanding more expansion might have re-ignited this because the KR market isn't instantly controversial/mired in government interference like China, has a lot of otaku in it and is a wealthy developed country a very short plane or ferry ride from Japan.
The other options people have wondered about were things like RU which is obviously a bad idea now, and ES which is mostly developing countries. HoloEU seems to have been attempted with Justice as an experiment already. So what's even left to do, India? They don't care about anime stuff at all. Korea makes a ton of sense besides for the fact there will be angry nationalists shitposting on both sides of the aisle for it.
