It's the same way Avengers worked, standalone movies building individual characters, and then a big ensemble movie where they all interact with each other.
Before I went full holo-only I did check out several indies and smaller corpos from wherever recommendations and reaction channels took me. Majority of them simply went for the whole "loud = funny" gimmick or "sex = funny" gimmick.
None of them played a character. Even the cool big insect type chuuba I found was just... drawing and being herself, and didn't have any sort of lore tidbits or character behind her. All of them felt like twitch e-thots skinwalking an anime suit.
The only one that even had some semblence of a comedic sense was Tenma from Phase, and she was unfortunately only tolerable in clip form and had a tendency to heavily filter her audience if there were any tourists around.
At the end of the day, if you want funny chuubas you have Pekora, Miko, Subaru, Nene, Polka etc. for various different types of humor.
If you want bantz with viewers you have Pekora, Miko, Subaru, Lamy, etc.
If you want comfy chuubas you have Ina, Watame etc.
If you want pure, distilled, diabetics inducing cuteness you have Fuwamoco, Hajime, Iroha etc. (and anyone else depending on your definition of cuteness).
Music is more of a subjective taste, but Mori, Suisei, Towa and pretty much most of the cast serve that niche as well in their various unique ways.
Unicorns aren't the majority of holo viewers, actual unironic "I'm in love with my audience" GFE is VERY rare outside of a few holos like Okayu. But whenever I encounter such types in the EN indie/small corpo sphere, they just instantly set off my "fake" alarms, because despite claiming to love their audience they are usually VERY closed off about themselves, their life and their emotions, personality etc. It's never a two way street.
People watch VTubers to be entertained. Whether it's through comedy, banter, intimacy, comfiness, singing, cuteness etc. people just want to hang out with a girl who will take some time off their day to entertain you without feeling around to poke at your insecurities every other minute.
Hololive provides that. And although some indies and smaller corpos seem tolerable in small doses, I still haven't found a single chuuba outside hololive that fits these criteria in long streaming form.
