VShojoJP as a thing has always """existed"" as a way to promote VShojo in Japanese, which served because of Vei's presence in BiliBili and attachment to the girls. But it had never been a "thing" thing, until that month. So it was likely that Kson got originally hired to push this plan into fruition, but obviously they still held one person more back, the winner of the audition: Haruka. That plan got set aside for Kson, but one Japanese member isn't going to cut it, especially when not even the og applicant had been debuted, so they need something, and that was Rushia, a talent who at that time got blacklisted from everywhere and was also desperate.
Now, (this is my rrat) it is not impossible that Kson had nothing to do with the hiring, due to VShojoJP was a "stillbirth" project at that time (still was outside of being a main connection between JP companies and VShojo, until this applications), this made both VShojo and Rushia desperate, so their actions would not have changed even if Kson probably just gave the word to Rushia and at best, Kson would have only just given a heads-up to Rushia of who they were if likely but not about the hiring process.
Now these days, VShojoJP seems to be having so new air after hiring a Business Developer from HololiveEN.
