Yes, it'd be up to the girls and in THAT sense it's fair but in the sense of the event itself it's unfair. But again this is all required they DON'T advertise who's getting more songs.
If it was more like a line up for a rock show you could have talents marked as the opening act, they'll have fewer songs overall and the headliner/s would have more songs.
It's all about advertising and running the event.
