Shiori actively decides to not herself forward lots of the time. I don't think that's a controversial statement.
Just the Sirens thing, most people would go "hey, aren't the lines uneven? Aren't I getting shafted?" after seeing they're getting the least. But not Shiori, she just went "okay", be it because she doesn't wanna get more spotlight, be it because she thinks she's not good enough to get or have more so she shouldn't ask more, whatever the reasoning is, the result and root cause are the same at the end of the day. Shiori doing/having the smallest bit.
Someone thinking "Oh, again..." is not a crazy thought to have when we have lots of precedents.
Is it how Shiori is like? Sure, we all know, that, but just going "haha that's our Shiori" with a forced smile is just as bad if not even worse than someone being sad or angry about it.
