If you wish to make a passion project, you need to be able to furnish that project yourself which can take many forms, the most important one being money. If you cannot provide anything to a project (there is an infinite amount of ideas guys, yours are nothing unique) then you are not fit to be a project leader. My mom is a project controller and she manages budget, contacts directors and clients, etc.
I do not think you know what the average salary for a junior programmer is, let alone a senior one. In the US, an entry level web programmer AKA a Script Kiddie is paid 70k$ a year, and those are script kiddies. You do not even know the value of what you are asking, how should anyone trust that (you) can deliver anything of worth?
