If there are some broken files in the torrent, the correct thing to do is to make a new torrent containing *all* the files (including the ones that weren't broken). Then people can disconnect from the first torrent and connect to the second one, and the torrent client will check the files on the disk and notice that it only needs to download the parts that are different between the old and new torrents, so you'll start already at like 95% or whatever. And then people who come later can just download the new torrent and ignore the old one.
What the uploader did here was create a separate torrent which only contains fixed versions of the broken files. So the only way to download everything properly is to download both torrents, then stop the first one, delete the broken files from it, and move the fixed files from the second torrent into the first torrent's folder. That also means you can't seed the first torrent properly anymore. So when new people come in the future and need to download both torrents, the first torrent will have very few or no seeds. This is a much worse way to deal with a broken torrent.
