Knowing 2k kanji doesn't mean you understand the language or can speak it. It's like if a Japanese dude learns the most used English words but doesn't do anything wit them except knowing them.

A ton of people know how to read and translate things but speaking is more difficult because you need to be able to interact with other people. Same thing in English. To get into US or Euro universities Chinese students need to pass English proficiency exams. They rely on written material more than anything.
