Most of the time it's 2 reasons:
1. They don't actually believe anyone.
Russian propagandists even say sometimes to accusations of lying about something that everyone lies, but "they are lying for them, and we are lying for you. Are you going to be with our liars or their liars?"
2. They are deeply traumatized by the 90s and are clinging to any type of stability. Most likely believe Putin saved Russia (he didn't, gas prices went up and Russia got much richer)
3. They actually believe the world is out to get Russia, mostly because USSR lost the cold war and fell apart and America wants to "finish the job" by making kids eat Mcdonalds or something. Mostly old bitter people (big demographic).
4. Various fringe political schizos. Nazis, neo-imperialists, nazbols, you name it,.
