Seems like Twitch mods are butthurt and tribal about the success of Youtube chuubas and wish to try to force and supplant their vshojo+indie orbiters garbage as the sole canonical hierarchy. I think I know what it is on second thought - if it's not sheer butthurt, they may want to try to hide the existence of prominent holos/nijis from the ignorant Twitch loser crowd, because they're competition and make twitch's vtuber offerings look bad. they don't like seeing that holos are often use as emotes on twitch but won't ever use the platform as their main one (sometimes every now and then a holo will use it as a curiosity/rare stream but that's about it).

The problem here is, that she never really used the Twitch account, so twitch in these cases suspects, that there might be some suspicious activity here, e.g. money laundering via a stolen account, etc..

It'll probably resolve itself, if Nijisanji does their job, and verifies that everything is in order. Don't know how competent Niji is in this regard.

The easiest way for Twitch to fix this from happening again is just to not let new accounts receive donations until the account has streamed at least once. Still easy to get around it for illegal activities but there's no real downside.

gura's twitch account was banned not once, but twice for the same reason. this is routine. the right way to say this is not "banned despite never streaming". it's "banned for never streaming". having an account collecting payments while never delivering anything is a routine and valid reason for twitch to ban a channel, one of the things they actually get right. selling a twitch subscription to an inactive channel looks like fraud, and it's more of a risk to the company to allow it than to ban it.

You can't even get affiliate (which is needed for subs and bits) without streaming one time on at least 7 different days so she has streamed at least 7 times on that account before otherwise she is unable to receive donations through twitch.

no they aren't.
she isn't even monetized on Twitch. they're just purging accounts in an effort to extort big streamers into using their platform "or else." as a streamer you pretty much have to register and park accounts on Twitch and Youtube just to prevent imposters from using your identity to defraud people.

Supposedly Twitch has a system for corpos to activate this stuff automatically so that companies don't have to grind out all their accounts. If so, that explains how Scarle was able to get gift subs without streaming but if that's true then getting banned for getting gifted subs without streaming should be impossible because the only people who would be able to do so were given special privileges by Twitch staff themselves.

They actually had to do that because of a massive money laundering scheme a bunch of turkish streamers were doing on alt accounts on twitch and they got in legal trouble with the country of turkey by proxy over it. As retarded as it is Twitch has to do this because there is precedent.
