One of the advances in Hololive proprietary app back in the early days was that a part of the assets storage and rendering was done server side allowing for an underpowered device to be used for streaming. Now, the downside is that all of the rigging had to conform to whatever requirement that arrangement has.
To allow for HoloCN to remain as indies Cover would have to allow for a copy not only of their software to continue to be used but also a copy of the server side software and that’s a big no no because the Chinese would IMMEDIATELY launch a competing company starting from the exact technological point Cover was at that point.
Same thing applies today to the homos. Maybe you’re saying
