HoloLive and HoloStars are already district branches (or the Live and Stars are sub branches in the main JP and EN branches). They're not Niji, who's males livers aren't given a distinctive brand over the females, and they're not Vshojo who debut as they get with no branches
If Hololive were to ever do a mixed gen, it'd be for something very distinct and specific to the main branch that would require the gen be mixed. Something like focusing on acting performances rather than idol/music concerts (think a Vtuber Shakespeare troupe), though obviously they'd still do stuff like streaming and collab with the main branches, plus they'd probably still sing if musicals are on the table
