Just pointing out that from Gen 5 onwards they have failed at making any of their chubas big, or at least first army candidates, with the sole expectation of Koyori. While every previous gen has their fair share of big hits, Gen 5 onwards also are the gens that listed to cover the most and the groups that are usually the most involved in their new projects.
The first army is not forever, and Aqua graduating should have been more than enough for them to notice that no matter how popular they can be that doesn't make the possibility of them wanting to move on imposible. Pekora, Marine, Miko are not going to be around forever, and their newest groups (the ones more likely to stay around for longer) haven't made any real impact
