They announced it and rolled out merch/promos for the first 10 vtubers, but there's been no update on the other 20. Were the collab fees too high?

This is what I'm confused about because rakuten accepts foreign credit cards, and I have a proxy address. EN fans are mostly teenagers who have no idea how to use Japanese websites.
