Rikyako is a well know seiyuu that worked in Love Live.
Love Live probably inspired a lot of people in hololive.
But her views are very poor.
How come almst no one wants to watch her?

People will always seek the most efficient use of their free time and thus would rather click on a clip than check out a vod/stream

Stuff like Love Live and BanG Dream rely on a couple seasons of anime or drips of bad mobile game dialogue to flesh out the character. It's nice when you see them live and the seiyuus perform their music, but they don't embody the personalities as much as vtuber's. You know in the back of your head that their character was scripted.
When a vtuber streams week after week the audience organically gets a better sense of their character, and it even adds to our collective imagination of the "true" person behind the model. Talented seiyuus might not have the same improv charm as someone selected to be primarily a streamer.

Having the charisma to make very clippable moments otherwise known as the "it" factor in Hollywood. Gura isn't a great singer but she has the it factor so it doesn't matter.

Just because you are (or were) a popular seiyuu doesn't mean you'll be a popular streamer/vtuber.
For instance, I've been watching Yuu Asakawa on Twitch for like 5 years now and she has always had around ~100 viewers in all that time.
This is the voice behind the Vocaloid Luka, the voice behind OG Rider. She has amazing charisma and passion but just using streaming as a way to chill out.

On YouTube, it's all about gaming the algorithm, i.E. SEO.
You can't really win against agencies with 100 VTubers, because they essentially create a statistical bias in the recommendation algorithm, just through volume.
Meaning a certain feature in the data is overrepresented, leading to a bias of the algorithm towards data with these features.
