As someone having to deal with constant shilling 24fucking7 (/biz/nesman) here's how it goes and what it's for:
The 1-10-90 principle of online discussion venues

This site gets a vast amount of traffic, but the number of posts cannot explain IP visit volume as it's the same number of regulars that do the majority of the posting.
Shills cannot change the minds of the entrenched 1%, nor really the 10% filler either so their target category are the passive users of this site who probably don't frequent the place enough to recognize pure shillage when it's fed to them.
Leddit subs are the same, with a minuscule % of actual contributors and posters and a vast swathe of individual IP's and lurkers reading it all.
Virtually every online forum follows this principle.
