Technically no, Vox isn't in the wrong for assuming his music is stolen. He commissioned this music from someone else and was under the impression it was all original music. If you believed you paid for ownership of the music then you'd probably be pretty surprised to learn it was actually just a track from dovasyndrome.
What he is in the wrong for is copyright striking before contacting the relevant parties. Too many companies use copyright strikes as a first line of defense instead of just asking the other person to remove the offending media or explain themselves.
