They didn't agree to something and she was supposed to graduate BUT that would've mean missing the 4 year anniversary so Cove and Ame came up with some loophole to "retire" her without terminating her contract outright. They basically signed another contract.
Now this is most likely all symbolic, I really doubt they're planning to use Ame at all next year if anything we might get a couple voice lines or art appearances in posters because might as well use the contract they signed right? But it seems neither Cover, nor Ame or anyone really have any plans or ideas about how this new deal will work so the safest bet is that it won't.
What it means though is that she can focus 100% on her personal projects, she doesn't have to be in work calls at 3 am with Japanese salary men, doesn't have to spend a week a month in Japan learning dance routines or songs, etc.
And then by September of 2025 Cover will officially announce Watson Amelia's graduation.
