It's fallen a bit out of favour, but it's still seen frequent use as a "hook" for a stream - the streamer makes some sort of challenge or bet and if they fail, they'll gift subs to themselves. As a viewer, you get a free subs. As a streamer, it's basically a marketing expense, paying half the sub price (since you get half back) to create a gimmick and pump your numbers at the same time.
And yeah, there are also the whales who just keep dumping gift subs to their streamer of choice. Either way, that's why a high ratio of gift subs is seen a slightly less prestigious (if you care about that thing, since they pay all the same) since only a real sub represents an actual individual giving you money.
