They CAN make Niji games
just not fan games
unless it's for specifically Selen. Selen got quite a few fan games of varying quality, including one with porn.
Her detective pomu game too was pretty damn polished.

All more proof that Niji really never deserved her.

to be fair on this one, it was released i think a month or two before on a different platform and later got a steam release, so anyone who would've been interested in the game played it then and probably felt no inclination to double dip by buying on steam outside of the few people who felt obligated to to "support da bois"
