Let put on my tinfoil hat here for a moment but there's still a lot of unknowns when it comes to Ame's retirement, the thing is though is that Cover is probably hoping most out of everyone that Ame decides to come back into Holo full time. why? Because the company needs these girls to stay in order to survive, but because they're all still young and have a bunch of dreams and goals that they want to do before they get older and settle down with something more permanent, cover knows they can't stop them, but because graduation seemed to be the only answer at the time (or indefinite hiatus like they did with Shion) they HAD to figure out some way to make it so that their talents could leave, but not join another Vtuber company that is their competition immediately after the talent realized that leaving and being indie wasn't all sunshine and rainbows in the end.
Almost every Myth girl has said that "they didn't think they would last 4 years and are surprised that they managed to last this long" which is a terrifying sentence to hear for the company because while it is a lot for a single person, for a company that's nothing and since the main goal of a company is to survive for many MANY years into the future (because the livehood of who knows how many people working under Holo are at stake here, they needed a plan B. So instead of giving them the option to graduate, cover can let the rope lose and allow them to "leave" but without actually quitting permanently.
It's a massive risk because two scenarios can happen:
First one is that Ame leaves, does a bunch of indie stuff, accomplishes whatever goals and dreams that she wants to achieve and once she's satisfied + realizes that she needs the company's support to do big projects stuff and ends up coming back again, morale skyrockets into HoloEN and Ame is like a fresh out of debut Vtuber. Other Holomembers see this and do this instead of graduating outright, they instead to take this option instead. this let's cover use their models for merch + events + concerts and such and don't need to worry about leaving them ever again, or at least not leaving just to join another company.
Second scenario is that Ame ventures outside the wall too much, interacts with the wrong kinds of people, gets caught into some kind of drama which permanently stains her image, and in turn would force cover to never allow her back into Hololive making this entire project a failure.
Tldr: How graduations vs "Stopping their streaming activities" happen in the future for Hololive will be entirely dependent on how well Ame does once she leaves, but cover is probably playing an extremely risky hand by trusting Ame to do the right thing, especially since I predict that a bunch of indies and other streamers outside the Hololive community will try to approach her and get her involved in whatever wild thing they can think of.
