Getting too big and chasing growth for investors.
It's not hololive as much as it is Cover. Cover wants to develop hololive into a franchise that doesn't depend on the talents or the content that hololive is actually known for.
They want hololive to become like one of those massively popular anime series that stopped airing several years ago but still gets a ton of collaboration events and merchandise.

I tried to work with Machinima back in the day doing Newgrounds style shitpost animations and they shot me down. Then I shitposted too hard irl and they stopped responding to my emails but didn't block me.
It would have been gay if they maintained their place at the top.
Japan autism is interesting. If you bully a new age vidya hippie they'll twist into a pretzel over it but Japan makes it unlawful to damage someone's perceived reputation so when they're in a situation where they don't know how to react. You're not beholden to anything but they are.

HoloEN (or EN vtubers in general) have a much shorter shelf life in comparison. It continues to grow in Japan but it's still not taken seriously in the west and probably never will be.
Show vtubers to someone you know (IRL) that loves anime and look at their reaction. They'll either have no idea what's going on or they're think it's cringe.
