1. It's a character designed by the company. Suisei for instance is unique and she is the creator of the character and actually cares for the branding she designed it to have.
2. The talent is agreeing with being a VA and avatar of the character, but is only an agent of the company. For a more clear example: if Hololive wanted to have a business venture into adult entertainment like Projekt Melody, the talent in the selection process would be agreeing to find a talent that would agree to represent that character. They are playing a character designed by Hololive.
3. The "Talent's" talent and personal skills is really what is of something of the employees ownership. Like ERB's singing, or Biboo and Miko's comedy talent, or just the personal and voice acting that fans know. Hololive the agency can't replicate it. If they leave they take it with them, but not the character they agreed to portray.
