There is an entire layer of bureaucracy that you don't see behind the scenes, which is probably what is frustrating Ame the most, to wager a guess. There's also a lot of behind the scenes work and prep that goes into events, some of which is very time consuming and rigorous, much like real idols.
So it's way more than just "an hour stream get paid". There is a lot more than that.

All of Marine's MVs and orisongs are primarily self funded. Suisei also funds her own MVs and orisongs, though she has more direct support from Cover for a lot of things. They have both spoken about this very openly on stream.

She's worked very hard to improve her skills as a performer, and the results speak for themselves. Ame has always been interested in the technical side of vtubing, especially with 3D, which is not a very strong point for Hololive outside of events. They treat the use of 3D as largely relegated to events, and from what can be surmised, permission must be requested when 3D is being used outside of your standard stream fare. It seems likely that permission is required in advance for just about everything talents do.
Coupling this with the facts that the restrictions are relatively recent to the EN branch, and that for a while Ame was the backbone of EN in terms of management as well as tech support, even going so far as to help JPs and newer EN gens when they have issues to this very day, you can see why the current situation may be frustrating for her.
Ame is and always will be a trailblazer. That's where her passion lies, and I think it isn't an exaggeration to say that were it not for Ame, EN would not be what it is today, or at the very least it would have had to struggle a great deal more than it did.
