The whole "It's not really a graduation" is just a way to occasionally do stuff with Cover talent as it's basically guaranteed that they won't let their talent stream with "not" Ame and there may come a time when they really want to do something together.
She's quitting her job and going elsewhere, not naming names, but that place already exists and has already confirmed they'll be a full time streamer shortly.
In short, Ame is gone. This IS a graduation. She's essentially never going to be back. Cover can still sell merch of her this way though and she can pop up if she desperately wants to do something with the Cover talent.
