This can also be the result of a game being self-published by one company in Japan, but internationally published by a bigger company. So they get perms for the Japanese version of the game but not international, or the other way around.
Some of the games they already have perms for includes a condition that requires notifying the publisher 1 week in advance of every stream (2K for example), and the perms guy is fucking lazy and won't send the email on time (this is almost certainly what led to Vesper's suspension, the timing lines up perfectly with his planned X-Com stream on Thanksgiving).
They do have a huge list of games they could be playing, but aren't for various reasons. The talents have said the list is not well-organized, changes without notice (or sometimes doesn't change when it should), doesn't include links to Steam or whatever storefront the game is on (which matters since sometimes PC and console versions have different publishers and perms) so you can't always tell which game it is if games have similar names, and the list doesn't always have English names (which might be different than a straight Japanese translation). Just searching through a giant list with no ability to sort it is terrible, but sometimes they find something interesting (like when Bae discovered that they had blanket Devolver perms, which included Genital Jousting). Also some talents just have awful managers who don't tell them what they are allowed to do (I remember IRyS was completely unaware she could request songs to be added to Karafun, despite other talents doing so regularly) or don't pass on stuff they do request.
