Its specifically because others are able to stream on their PL which leads me to believe that the stuff dooby wants to do is specifically a no-no for cover.

Her HoloAquarium project makes it apparent she loves doing stuff in 3D but there's been enough pencil pushers in Cover that is making her start to hate what she wants to do.

She had to negotiate for this affiliate status, so it's clear Cover was ready to graduate her. Smart on her part to keep a partial safety net. From Cover's part, they can just quietly terminate the affiliation if she pulls a giga yab or decide to let her back in if they think she can still be marketable.

Choco was the same. Never had an L2D.
Laplus' previous L2D was from a different company and her roommate hasn't used any L2D since joining holo.
No holo uses a L2D model on their roommate after joining hololive. The closest thing they use is a png. I think Kson used a 3D model once or twice and then stopped.

Cover was the one who offered the affiliate status, Ame just brought up that she wants to half-graduate. Of course, she negotiated the finer details of the contract to her benefit. Pure speculation but my guess is that she's forbidden from talking about Hololive or joining another agency while still under this affiliate program, everything else is free game.

Well yeah, she's graduated in all but name. What Cover treasures the most is being able to keep the IP active, they can continue including Ame in their TCG, HoloAlt and whatever other shit they call her up for in the future. Ame gets royalties from all this as a perk and has even said as much on stream.
Her being wishy-washy about the whole returning thing makes me believe that she'll ask them if she can come back if her indie endeavors don't pan out, she has to support her deadbeat family after all.
