Liver usually has a very strong taste that not everyone likes. Soaking it in milk before preparing it makes it a lot more palatable. To the best of my knowledge it's because the compunds that give liver its distinctive taste "stick" to things in the milk and are removed from the liver, while some fat from the milk will stick to the liver and round it off. Personally I like the taste and would skip that step, but other people dislike liver unless it has been soaked first so it's generally a good idea to include it in recipes if you don't know the other person't preference.
