If they want to leave anyways, this leaves the option for them to come back in the future, and allows Cover to still use them in future projects. (albeit sparingly) They're effectively blacklisted from the original corpo after graduation anyways, but this gives them a chance to return with no real complications in the future if the situation allows. It would likely prevent nonsense like having to take Aqua's game off of storefronts.
It's objectively better than graduation, although if the talent wishes it, that's still on the table, obviously.
