>>86949942It's a junction ability. To permanently raise your stats you either need to keep your level low, or devour enemies. Keeping level low is much easier.
You can refine some items into UP items, but it's a fucking chore worthy of a MMO. Devouring is atrociously tedious too.
FF8 is easy as shit, so you can easily keep your character at level 10 until Disc 4 and then spend an hour grinding to get that stat boost.
